• ORDINANCE NO. 2017-004
AN ORDINANCE PURSUANT TO L.R.S. 48:701 TO PERMANENTLY CLOSE AND ABANDON A PORTION OF WHITE CHAPEL ROAD AND WHITE CHAPEL BRIDGE #800276 AND RELINQUISH ANY AND ALL CLAIMS BY THE ST LANDRY PARISH GOVERNMENT OF THE LISTED PORTIONS OF RIGHTS OF WAY AND BRIDGE AS BEING PUBLIC RIGHTS OF WAY AND FURTHER THAT SAID ORDINANCE BE RECORDED IN THE OFFICE OF CLERK OF COURT IN ST. LANDRY PARISH.
WHEREAS, Pursuant to Louisiana Revised Statute 48:701, the St. Landry Parish Council has determined that the portion of roadway and bridge mentioned below is no longer needed for public use, and
WHEREAS, as per Notice of Intention, duly published, it is the intention of the St. Landry Parish Council to permanently close, abandon and quit claim a portion of white Chapel Road and White Chapel Bridge crossing over Bayou Beauf ( Bridge Number 800276) located in Section 37 T-2S R-3E, that section of road commencing at a point Fifty feet (50 Feet) East of White Chapel Bridge extending across the bridge to a point approximately Fifty feet (50 Feet) west of the west side of the bridge measuring a total of 209.5 feet from point of beginning east of the bridge to a point ending west of the bridge.
WHEREAS, No public comments or protests were received or recorded at a Public Hearing held on March 15, 2017, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE ST. LANDRY PARISH GOVERNMENT, that: Pursuant to L.R.S. 48:701 the St. Landry Parish Council does hereby permanently close and abandon and quit claim, thus relinquishing any and all claims by St. Landry Parish Government of the following:
A portion of white Chapel Road and White Chapel Bridge crossing over Bayou Beauf (Bridge Number 800276) located in Section 37 T-2S R-3E, that section of road commencing at a point Fifty feet (50 Feet) East of White Chapel Bridge extending across the bridge to a point approximately Fifty feet (50 Feet) west of the west side of the bridge measuring a total of 209.5 feet from point of beginning east of the bridge to a point ending west of the bridge.
NOW, THEREFORE, BE IT FURTHER ORDAINED, that said Ordinance No.004 of 2017 be recorded in the office of the Clerk of Court.

AMENDMENT TO ORDINANCE NO.: 2016-002; AN ORDINANCE ADOPTING THE OPERATING BUDGET OF REVENUES AND EXPENDITURES FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2016 AND ENDING DECEMBER 31, 2016.
WHEREAS, the Parish has prepared an operating budget in accordance with LA R.S. 39:1304, the Home Rule Charter and generally accepted accounting principles.
WHEREAS, there has been a change in expenditures and revenues requiring an Amendment to the current operating budget.
BE IT ORDAINED BY THE COUNCIL OF THE ST. LANDRY PARISH GOVERNMENT, that:
The Budget Ordinance for the fiscal year of 2016 is hereby amended pursuant to the attached detailed estimate of Revenue and Expenditures for the St. Landry Parish Government. All other provisions of said Ordinance shall remain unchanged and having the same full effect of law.

5:45 PM ORDINANCE NO. 2016-012
AN ORDINANCE ADOPTING THE OPERATING BUDGET OF REVENUES AND EXPENDITURES FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2017 AND ENDING DECMEBER 31, 2017.
WHEREAS, St. Landry Parish Government is required to prepare a comprehensive budget presenting a complete financial plan for the 2017 fiscal year for the general fund and each special revenue fund, pursuant to LRS 39:1305.
BE IT ORDAINED BY THE COUNCIL OF THE ST. LANDRY PARISH GOVERNMENT, that:
SECTION 1. The attached detailed estimate of Revenues for Fiscal Year beginning January 1, 2017 and ending December 31, 2017, be and the same is hereby adopted to serve as an Operating Budget of Revenues for St. Landry Parish Government during the same periods.
SECTION II. The attached estimate of Expenditures by departments for the Fiscal Year beginning January 1, 2017 and ending December 31, 2017, be and the same is hereby adopted to serve as a budget of expenditures for St. Landry Parish Government during the same period.
SECTION III. Amounts are available for expenditures only to the extent included within the 2017 budget.

XII. RESOLUTIONS TO BE ADOPTED:
• Resolution No. 2016- 024
A resolution approving the holding of an election in Fire Protection District No. 3 of the Parish of St. Landry, State of Louisiana, on Saturday, April 29, 2017, to authorize the levy of a special tax therein.

WHEREAS, the Board of Commissioners of Fire Protection District No. 3 of the Parish of St. Landry, State of Louisiana (the "Governing Authority"), acting as the governing authority of Fire Protection District No. 3 of the Parish of St. Landry, State of Louisiana (the "District"), adopted a resolution on December 20, 2016, calling a special election in the District on Saturday, April 29, 2017, to authorize the levy of a special tax therein; and

WHEREAS, the governing authority of the District has requested that this Parish Council, acting as the governing authority of the Parish of St. Landry, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to levy and collect the special tax provided for therein; and

WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Parish Council to approve the holding of said election and in the event that the election carries, to levy and collect the special tax provided for therein;

NOW, THEREFORE, BE IT RESOLVED by the Parish Council of the Parish of St. Landry, State of Louisiana, acting as the governing authority of said Parish, that:

SECTION 1. In compliance with the provisions of Article VI, Section 15 of the constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Fire Protection District No. 3 of the Parish of St. Landry, State of Louisiana, this Parish Council hereby approves the holding of an election in the District, on Saturday, April 29, 2017, at which election there will be submitted the following proposition, to-wit:

PROPOSITION
(MILLAGE)

Shall Fire Protection District No. 3 of the Parish of St. Landry, State of Louisiana (the “District”), levy a special tax of ten (10) mills on all property subject to taxation in the District (an estimated $1,611,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026, for the purpose of acquiring, constructing, improving, maintaining and/or operating fire protection facilities and equipment in and for the District, including the cost of obtaining water for fire protection purposes?¬

SECTION 2. In the event the election carries, this Parish Council does hereby further consent to and authorize the District to levy and collect the special tax provided for therein.
