Assistant Council Clerk

St. Landry Parish Council seeks a highly motivated and enthusiastic person to take on the position of part-time Assistant Clerk to the Council. This position is a temporary full-time position for at least 6 weeks while the Council Clerk is on leave beginning in July. After which the position will return to a probationary part-time position with a work week of 16-20 hours per week. The incumbent shall also be available when needed.

The incumbent is a key point of contact with councilmember, parish residents, parish government departments, and state offices. Therefore the incumbent should possess excellent communication skills and have the ability to priorities work with minimal supervision. The Assistant Clerk must have the skill set to maintain accurate records for the Parish Council, attend meetings as determined by the Council, prepare official proceedings of meetings by voice transcriptions, prepare and mail agendas for meetings, type correspondence and memos for members and perform all other duties assigned by the Council Clerk, Council Chair and Council Members.

Qualifications-Four College degree preferred or an Associate degree or Technical College degree in the field of business, public administration, Criminal Justice, Finance or related field with at least two years of experience in administrative work or, an equivalent combination, of education, training or experience that provides the required knowledge, skills and ability. The incumbent must possess exceptional skills to work with Word Document, Excel and Outlook.

Additional required skills include; ability to work as team member and work independently with excellent organizational and multi-tasking skills.

Closing date for applications is Sunday, May 29 2016. It is anticipated that interviews will be held commencing the following week, with an appointment made as soon as possible after.

b) Authorize the Parish President to sign the Louisiana Compliance Questionnaire in connection with the St. Landry Parish Government’s audit of financial statements.

3. Vote to appoint Mitchell Wyble, David Wagley, Charles Wayne Doucet, John Auzenne, and Perry Fontenot to Ward One South Gravity Drainage District. This is four year term.

4. Vote to appoint Sabrina Ellis, Howard Wiltz, and Denny Williams to the St. Landry Waterworks District No. 5. Only three applications were received for five appointments. The board still has two vacancies.

5. Request Parish Administration acquire an appraisal on the Pernie Bailey Building.

XII. RESOLUTIONS TO BE ADOPTED:

• RESOLUTION NO. 010 OF 2016

WHEREAS, Fekisha Miller- Matthews has submitted her resignation as Council Member, District No. 3,
Parish of St. Landry, State of Louisiana, and it has been accepted by
The St. Landry Parish Council; and

WHEREAS, Her resignation has caused a vacancy in office and an election must be ordered and called to fill the unexpired term of office exceeding 18 months; and

WHEREAS, the governing authority of St. Landry Parish, Louisiana, is given the authority and
responsibility under the provisions of La. R.S. 18:602 to appoint a person to fill the vacancy who meets the qualifications of the office, and to call a special election to fill the vacancy.

NOW, THEREFORE, We, the Council of St. Landry Parish, Louisiana, at a
Regular/special meeting convened, resolved that (name of person you are appointing) be appointed to fill the Council District No. 3 position until a special election can be held to fill the vacancy.

BE IT FURTHER RESOLVED, that a special election be called and held with the special primary election date set for November 8, 2016 and the special general election date set for December 10, 2016 with qualifying dates set for July 20, 21, 22, 2016.

PUBLIC WORKS COMMITTEE MEETING MINUTES

1. Call to Order, Roll Call.
Chairman Coby Clavier called this meeting of the Public Works Committee of the St. Landry Parish Council to order.
PRESENT: Nancy Carriere, Mildred Thierry, Dexter Brown, Jimmie Edwards, Ex officio Harold Taylor. ABSENT: Alvin Stelly.

2. Pledge and Invocation.
Councilwoman Mildred Thierry led the Pledge of Allegiance and Invocation.

3. Persons to address the committee:
The recording of this meeting was initiated after Mr. Quinton Hidalgo began his address to the committee.

A) Quinton Hidalgo addressed the committee regarding an issue regarding a horse.

B) Viola Bellard and Jody Fontenot addressed the committee regarding the paving of Sunnydale Road.

C) Brian Miller addressed the committee regarding Cub Scout Pack 51’s presence at the meeting and introduce the Cub Scout members in attendance.

4. Public Works report:
Parish President Bill Fontenot addressed the committee regarding the current status of the phases of the Smooth Ride Home program.

5. Status of speed limit increase on Dupre Road, District No. 4. (Councilwoman Mildred Thierry)
Councilwoman Mildred Thierry requested an update on the status of the reduction of the speed limit on Dupre Road. Parish President Bill Fontenot advised that the study consultant is working to set new speed limits on several roads in the parish, including Dupre Road, and he will bring that to the Council for approval as soon as the list is complete.

6 Concerns of constituents in District No. 4 and throughout the parish. (Councilwoman Mildred Thierry)
Councilwoman Mildred Thierry requested that parish government assist in finding a more efficient line of communication between the Public Works department and Councilmembers regarding complaints called in and timely updates on said complaints.

7. Discuss the possibility of forming an advisory committee to make amendments to the St. Landry Parish Home Rule Charter. (Councilwoman Nancy Carriere)
Councilwoman Nancy Carriere requested that the Council consider forming a committee to review the St. Landry Parish Home Rule Charter in an effort to update and improve the charter.

A motion was offered by Councilwoman Nancy Carriere, seconded by Councilwoman Mildred Thierry, to forward to the full Council, the consideration of forming a committee to review the St. Landry Parish Home Rule Charter.

2. Persons to address the committee:
A) Emily Boudreaux addressed the committee regarding the vacancy of the Council District 3 seat.

B) Madeline Taylor addressed the committee regarding the vacancy of the Council District 3 seat.

3. Parish President’s report:
Parish President Bill Fontenot addressed the committee regarding the budget, budget cuts, and mandated expenses paid by the Parish Government.

4. Discuss the vacancy in Council District No. 3. (Chairman Harold Taylor)
Councilman Harold Taylor addressed the committee regarding the resignation of Fekisha Miller Matthews from the Council District 3 seat.

5. Status on Longwood Drive, District No. 9. (Councilman Wayne Ardoin)
Councilman Wayne Ardoin requested an update on the status of Longwood Drive. Parish President Bill Fontenot advised that it is under consideration to be overlaid.

6. Request administration provide a copy of all documents regarding the payments made to vendors in the estimated amount of $700,000.00. (Councilman Wayne Ardoin)
Councilman Wayne Ardoin withdrew this item.

7. Discuss the budget for the year of 2017. (Councilman Timmy Lejeune)
Councilman Timmy Lejeune requested that Parish President Bill Fontenot give the Council a report, covering the past four years, showing the increase in mandated expenses, the number of employees under Parish Government, and the cost of labor.

8. Discuss grant revenue. (Councilman Timmy Lejeune)
Councilman Timmy Lejeune addressed Parish President Bill Fontenot regarding NACO grants and whether parish administration has employees working on acquiring grant money to assist the parish with drainage of laterals and grass cutting in the parish. Parish President Bill Fontenot advised that Parish Government is working to acquire grant revenues.

9. Discuss any other business properly brought before this committee.
Councilman Wayne Ardoin inquired whether Parish Government has had the Pernie Bailey building appraise yet. Parish President Bill Fontenot advised it has not. Councilman Wayne Ardoin requested that the matter be added to the agenda for the full Council meeting.

Chairman Jerry Red requested that a proclamation be set forth, at the next full Council meeting, honoring Reverend Joel Greene who will be retiring from Mount Olive Baptist Church.
